I specifically prevented from playing!

please put him in jail or give a ban
He prevents me from playing SERIOUSLY He persuades other players to kill me just like that!
If you think I'm lying, that's NO! He prevents me from playing hard because I am killed by other players and for him.
Please take measures to prevent him from playing!

Its not clear in wich way he is abusing something against you, there are no proofs of chats or else in wich he does that in your post...

So your trouble is that he attacks you and persuades others to attack you. And that is probably limiting your gaming experience.

may I have no proof but he has persuaded to kill me player Normik level 17
I was taken away my weapon and not a little experience

I so lost more than 100k and the weapon is normal

Well sadly this looks under the conditions allowed by the game... my suggestions are as follow:
1) Join a strong clan that helps its members. That way he might reconsider and others also stop attacking you.
2) Ask the clan for protection.
