Losing supplies traveling to oasis

So it's much cheaper to buy medical kits in other towns rather than oasis.
So I stock up on medical kits. 30+ kits.
When I talk to the caravan and travel to the oasis. My medical kit supply in my inventory is cut in half.
I have 30 in inventory. Travel to oasis and then only have 17 in inventory.
Bug?
