Loading wait always fails

As said in the title and yes I have 500Mb of free space and yet it fails the first time I entered I though it not gonna effect me but when I logged in I can.t leave the starting city when I leave the screen just get random pixels the game didn't crash but when I click at the place that the city was in it returns to normal

My tablet is bgw09 marshmallow 6.1
I downloaded and deleted the game on another device I encounter the same problem on that device too
The network speed was at like 500kb to 100kbps
The laungues I was using was English obviously and the device was English Us
I don.t know what relevant comments so I wrote everthing I can think of
