After leveling up from 7 to 8 I received only 2 of 3 attribute points. At 8lvl there should be 24 points overall not 23.

Recheck the total number of points, taking into account the spent on leveling the character

Well, nothing changed in math.
8*3=24
5+12+0+6+0=23
Lacks 1 spare point to spend.

If one of the characteristics is a multiple of 11 (11, 21, 31, 41 ...), then the cost of the subsequent increase in the characteristic will cost 1 point more (12-21: 2 points, 22-31: 3 points, 32-41: 4 points ...)

That part is missing in manual

Do not read the manual, it was written 3 years ago and most of the information in it is irrelevant

Remove the manual completely then all it does is confusing new players and giving them false ideas and hopes.
