I strongly suggest avoiding criticizing other players (GMs or not) actions if you lack a good understanding of the situation.

Aegis is currently holding the position of jrGM: it means he offered himself as GM and has been selected for training. His powers are still limited.
One of the things he cannot do is renaming characters: his duty in meeting a badly named one is in applying a protocol which includes telling the player they have to contact a GM - it's up to the player doing so.
Please remember that rules on how to appropriately name characters are included in game rules: the Bill Gates character has been jailed during the staff evaluation of his case, i.e impersonating a celebrity. The owner of said character has not been able so far to successfully communicate with us, an unfortunate situation which hopefully he will soon choose to solve.

Tuning down tones is as well recommended.
