What are the best pieces of high AC armor currently in-game and where can I find them? Also what's the name and stats of the higher tier morag tong-looking' helm?

No, I've seen some higher levels wearing a helm that looks like a steampunk full head gimp mask. Black/darkgray with small lenses for the eyes.

You mean tire helmet thats not so good

You need to finish Tired Jimmy quest line to receive that black helm.

He'll give you several quests you need finish all for that helmet

Is there better AC armor in-game than deputy vest (3 AC, shirt slot) and Leather Pants (4 AC)? If so what are they and where do I find them?

depends how you base off a good armor/equip, if you care only about the AC defense then the highest is the MK3 set (shoulder L+R up to 5def ea, helm 5def and the bust 8def)

if you consider like mostly player the bonus stats too (accuracy, evasion, run speed), then theres the red rodeo shirt or white top, the blue jeans, and Ranger/Cowboy hat

Basing it on a max Armor build right now. I have all the MK3 stuff. Everyone seems to be doing dodge/dex so I want to try the other route.
