Yes, it's hits per attack, or total number of bullets fired at one attack.

Thank you for answer.

I'll ask you an additional question!

For example, if you attack with a weapon of delay 10, hpa 5 ...
1. 5 attacks per second and individual hit rate
2. 1 attack per second and 5 times damage when hit

Which one is right?

And, of course, use five bullets..

1st might be most right. u fire 5 bullets with 1 attack, but each bullet has a miss chance, depending on target dodge% and your aiming%.

Quote from manual:

"Certain weapons, like automatic weapons, fire multiple bullets at once when shot. Although they are a little less accurate than most non-automatic guns, every bullet has it's own chance to hit or miss the enemy. Due to that, if a gun has 50dmg and shots 8 bullets in a single series, and you have 50% to hit an enemy, every bullet you can deal average of 200dmg in one shot (comparing to one shot in non-automatic weapon).

it means that:
1 attack session of 5 bullets, pause delay of 10 (1 second) then again a attack session of 5 bullets in a second

Thank you for your reply!

The manual is on the initial menu of the game and I have not seen it. Thanks to this, I became aware of the existence of the manual.
