the problem is that my 2000 rubles were spent on game items, and the game money from the sale of loot from me was taken by the administrator, I beg you, to return the game currency in the amount of 3933k since I sorted out the thieves and they agreed to return the money to me ,

Those 2000 rubles were spent in official game shop to buy In App Purchases (IAP)?
If you did receive the IAP, then where is the problem? We can only intervene in case of something going wrong in the process from the moment you buy an IAP to the moment you receive it, not in what happens afterwards if there isnt a rule that can apply.
If its related to a problem in receiving the IAP to your account, provide me VIA PRIVATE MESSAGE your GPA codes (ID codes of your purchases you got from google play) so we can verify on them.

Oh so you bought in-app purchases(iap) and you sold those. But a administrator took it away. And your asking the money back. Tell me if im right.
