Does anyone know the guidelines for reporting bugs?

if its an abusable bug that can give some gain, it should be directly send as PM to the gamemasters/staff here in forum, minor bugs like visual or the like, can be post in bug section for them to investigate asap they got a bit of free time to investigate these secondary matters.
