When a player is punished by GM's,

Send a mail to all players saying who was punished and what punishment was
For breech of game rules.

Could even have a wall of shame in forum.

GM's have a hard enough time investigating players, at least it more people know they can be punished severely, it may reduce the frequency of rule breeches.
