PvP Disabled, Can't Defend Myself

I was attacked twice today by Bootlegs(5). I'm Level 10. Each time when I went to defend myself, I could not attack and was told PvP Disabled. If I'm going to risk losing many hours worth of exp from random newb attacks, y'all really need to get this PvP fixed ASAP or disable it for everyone until you do.
