weapons in shops

hello. recently i started a new character. in the past i used to find in shops weapons in good condition and and also reparation kits. at present in a week i couldn t find, i find only rusty or broke, and no reparation kits. i found weapons brand new in some holes.
anybody could give me hints about?

Clean clothes and weapons can no longer be found on vendors. They can only be crafted

but the reparation kits? i can t find them. are still in craft list
