Who do we talk to about toxic players

I have a player that is constantly trying to kill me, i bought pvp protection and now he is breaking rule 9 by trying to get mobs to kill me in the lab. Can you please just remove his account? I dont feel a 30 days in jail or w.e will make him stop... hes lvl 160 and he dont care about his char not being able to use shops.... please do something about lvl 100s being able to harass anyone under 50... theres no way we can win or log off fast enough... It presents to many times where the high lvls abuae that to gain, or ruin other peoples stuff.... here is a screen shot of his name and the rule in question.
He couldnt spawn them cause i was blocking the elevator spawn spot... but he was moving back and forth trying for 2 whole minutes. All he does is ruin the game for people...
