Quest for building a robot

I gave up on the game in 2017, but I came back without forgetting it.
I'm playing a game by myself, but I'm on a quest to make a robot because I think hunting alone will be difficult.
Currently I got a bullet as a reward after completing tank 5, is there a quest level cap after that?
NPC said to me, 'You are too weak, so come to level 22'.
I even initialized the status with the idea of making a robot, so hunting is very difficult now.
