First time making sewing cloth

I am trying to complete Anna’s sewing quest. I am currently in step 2 where she is asking for me to bring her sewing material. 4 thread (buy at town north of her house), 5 sewing cloths and 8 rigid leather. I see the recipe on the sewing machine in her house for making the sewing cloth, but it requires a sewing machine to make it. I figured that since the sewing machine was the bench I was using that that would be it but no luck. I think I get the sewing machine as the reward for completing this quest or maybe later in it. So my question is, if I need a sewing machine to make the cloth and the cloth isn’t sold by vendors, how do I complete this quest? Am I doing something wrong or missing a step? Is this a current bug?
