Is there a difference between 0% dodge and -1% dodge?

Hi all,
I acquired some new items, and my dodge% is now negative. Are there further negative effects other than not being able to dodge at al?

Yes, there are. Your dodge is actually being subtracted from the aiming of the enemy, so negative dodge increases the chance to get hit to the point of you being hit every time (which is bad, no matter the armour you're using, thanks to armour piercing).
Dodge 0 does not mean that you cannot dodge, it means that the enemy will use its unmodified aiming percentage (chance) to hit you.

My understanding is a negative dodge pretty much guarantees being hit.

Nope, it works as Elbin just explained, otherwise would mean that between -1% dodge or -23% dodge wouldnt change a thing and one could go full armor mode with same penalties as a low to mid armor class dude lol
Further practical example:
Dude A has 30% dodge, enemy has a base 71% hit rate, final chances of being hit is 41% per attack.
Dude B has -1% dodge, enemy has a base 71% hit rate, final chances of being hit is 72% per attack.
Dude C has -21% dodge, enemy has a base 71% hit rate, final chances of being bit is 92% per attack.
Dude D has -29% dodge, enemy has a base 71% hit rate, final chances of being hit is 100% per atk (all atks will hit)
As you can notice between dude B and C being hit at 71% vs 91% makes a difference and to be always surehit, you would need to be the case Dude D, wich noone can become right now (at least vs mobs)
